Procurement of audit services for the POCTEP Biovino II project

- Purpose of the service
The purpose of this notice is to set out the conditions governing the procurement of the services required to prepare the audit reports needed for the funding of CETIM’s activities in the POCTEP Biovino II project, which began on 1 January 2026 and is scheduled to end in December 2028.
The auditor will be responsible for carrying out the verifications set out in Article 74(1)(a) of Regulation (EU) 2021/1060 and Article 46(3) to (9) of Regulation (EU) 2021/1059.
- Characteristics of the service
The service to be provided by the auditor consists of verifying and determining the conformity of the expenditure declared by CETIM under the above-mentioned project, establishing which items are eligible to continue through the programme’s financial circuit under Interreg POCTEP. In particular, the auditor must check that the expenditure declared in each expenditure declaration meets the following conditions:
- The costs are eligible in accordance with the various sources of rules mentioned in the POCTEP Guide (European, programme, national and internal rules). The Guide can be consulted here.
- The programme conditions, the approved application form and the ERDF grant agreement were observed and followed.
- Invoices and payments were correctly recorded, using separate accounting records, and are duly supported by justifying documents.
- The related activities, supplies and subcontracted services are under way or have been delivered or carried out.
- EU and national rules were complied with, in particular as regards information and publicity, public procurement, State aid and the horizontal principles of gender equality, non-discrimination and sustainable development.
Auditors must be registered in the Official Register of Auditors (ROAC), either individually or as practising partners of an audit firm to which they belong.
- Implementation period
The contracts for this service will cover the project implementation period (1 January 2026 to 31 December 2028) plus the financial closure period of the projects (up to 5 months after the end of project implementation), with the possibility of extensions if necessary.
During this period, at least 3 expenditure declarations are expected: one declaration for each year of implementation. Bidders must submit a proposal that breaks down the price for these 3 audit reports for the justification of CETIM’s activities in the project, one for each annual period. They must also include the price that would apply if any extraordinary validation were required.
